Licenciamento ambiental: levantamento das atividades potencialmente poluidoras no município de Colatina/ES

Abstract

Este estudo objetivou analisar o processo de licenciamento enquanto instrumento de política ambiental, bem como, realizar um levantamento do quantitativo e natureza das atividades potencialmente poluidoras licenciadas no município de Colatina no estado do Espírito Santo. Para tanto, foi utilizado como método de coleta de dados a pesquisa descritiva, documental e quantitativa, buscando levantar e quantificar as atividades potencialmente poluidoras ativas no município e que são passíveis de licenciamento ambiental. A partir da análise dos dados coletados foram quantificadas as empresas que estão devidamente licenciadas e quantas carecem de atenção dos órgãos competentes. Foi quantificado um total de 12.659 empresas cadastradas, sendo 1.741 empreendimentos passíveis de licenciamento. O estado emitiu 96 e o município 268 licenças ambientais. Foram quantificados 1.377 empreendimentos que não apresentaram nenhum tipo de licença ambiental; o que representa 79% do total. A pesquisa possibilitou conhecer a atual situação da gestão do licenciamento ambiental do município, de forma a viabilizar um diagnóstico ambiental da região em estudo.

This study aimed to analyze the licensing process as an instrument of environmental policy, as well as conduct a survey of the quantity and nature of the potentially polluting activities licensed in the municipality of Colatina in the state of Espírito Santo. For this purpose, descriptive, documentary and quantitative research was used as a data collection method, seeking to survey and quantify the potentially polluting activities active in the municipality and which are subject to environmental licensing. From the analysis of the collected data, it was quantified the companies that are properly licensed and how many need attention from Organs competent bodies. A total of 12,659 registered companies were quantified, 1,741 of which are subject to licensing. The state issued 96 and the municipality 268 environmental licenses. 1,377 projects that did not present any type of environmental license were quantified; which represents 79% of the total. The research made it possible to know the current situation of environmental licensing management in the municipality, in order to make an environmental diagnosis of the region under study feasible.
