Salve Regência : uma proposta de planejamento urbano para o distrito de Regência Augusta (Linhares, ES)

Abstract

RESUMO: O intuito deste trabalho foi compreender como ocorrem as relações de desenvolvimento no espaço urbano do distrito de Regência Augusta, e assim criar diretrizes de planejamento urbano para a vila, de maneira com que seus aspectos socioculturais e ambientais sejam preservados. Para isso utilizou-se de bibliografias a respeito dos panoramas históricos, cultural, ambiental, socioeconômico e sobre os principais marcos históricos e econômicos do distrito, além de uma coleta de dados em campo quanto ao uso das edificações, dos seus gabaritos, e ainda foram marcadas as que se encontram em obras. Ademais realizou-se a leitura do Plano Diretor Municipal de Linhares a fim de analisar as ferramentas de planejamento urbano aplicadas no território. E a partir de todos esses dados levantados foi possível realizar um diagnóstico sobre as características da vila, como as ferramentas de planejamento urbano estão sendo aplicadas no território e quanto a situação urbana em que a vila se encontra. Com isso concluiu-se que atualmente ocorre um processo de descaracterização de aspectos importantes da vila e que as ferramentas aplicadas no território de Regência não são adequadas para a realidade ali vivida. Dessa forma foram formuladas diretrizes de planejamento urbano com base no diagnóstico realizado e nos estudos dos planos diretores de Linhares, Caraíva e Serra (ES). Nisso foi proposto um novo sistema viário e um novo zoneamento para a área urbana da vila, criando índices urbanísticos para cada nova zona criada e simulando como se poderia enxergar a vila se a proposta fosse aplicada no território. Além disso foram propostas restrições construtivas a fim de preservar as características culturais e ambientais da vila. Ao fim da pesquisa foi possível perceber que esta não é a única ferramenta necessária para que tamanha transformação aconteça na realidade, é preciso que haja um projeto multidisciplinar com um mesmo objetivo. Contudo tem-se esse trabalho como o início de um importante estudo urbano sobre um local tão rico naturalmente e para a cultura capixaba, como é Regência Augusta.

ABSTRACT: The aim of this work is to understand how urban development relations happen in the district of Regência Augusta, and thus create urban planning guidelines for the village, so that its sociocultural and environmental aspects are preserved. In order to achieve it, bibliographies regarding the historical, cultural, environmental, socioeconomic and the main historical and economic events of the district were read, as well as field data on the use of buildings were collected, same for their templates, and those which were under construction were signalized as well. Furthermore, the Linhares Master Plan was read in order to analyze the urban planning tools applied in the territory. And from all these data collected, it was possible to construct a diagnosis of the characteristics of the village, how urban planning tools are being applied in the territory and the overall urban situation of the village. Thereby, it was concluded that there is currently a process of mischaracterization of important aspects of the village and that the tools applied in the Regência Augusta territory are not suitable for the local reality. Thus, urban planning guidelines were created based on the diagnosis results and on studies of the master plans of Linhares, Caraíva and Serra (ES). This culminated in a new road system and a new zoning for the urban area of the village, creating urban indexes for each new zone and simulating how we could see the village if the proposal were applied in the territory. Furthermore, in order to preserve the cultural and environmental characteristics of the village, constructive restrictions were proposed. At the end of the research, it was possible to realize that this is not the only tool needed for such a transformation to happen in reality. It is imperative that a multidisciplinary project with the same objective takes place. However, this work is expected to be the beginning of an important urban study on a place so rich naturally and for Espírito Santo culture, such as Regência Augusta.
